Along with the continuous development and improvement of Chinese higher education, as a neweducational mode, Sino-foreign Cooperation in Running Schools (SCRS) opens a new way to the world forChinese higher education through the introduction of foreign educational resources and advanced educationmode, continues to promote the reform of Chinese higher education. Henan Province, which located in thecentral area of China, has a huge population. It is in strong demand of higher education resources,especially the high quality higher education resource. SCRS is not only increasing vitality of Henan highereducation, promoting the internationalization of Henan higher education, but also contributing to ease theshortage in higher education resources. Accompany with the instruction of construction of Central PlainsEconomic Zone, Henan higher education encountered hitherto unmet opportunities and challenges. As animportant part of Henan higher education, Henan SCRS is in the same situation. At the same time, HenanSCRS plays an important supporting role in the construction of Central Plains Economic Zone.This paper chooses Henan Sino-foreign Cooperation in Running Schools under the background of theconstruction of Central Plains Economic Zone as the research object, on the basis of higher education andregional economic development theory and human capital theory, points out the relationship between theconstruction of Central Plains Economic Zone and Henan SCRS. After the analysis of present situation ofHenan SCRS, this paper brings up the development proposals of Henan SCRS in the background of theconstruction of Central Economic Zone. This paper is divided into the following five parts:The first part mainly introduces the research background, research significance, literature review andresearch methods of this paper.The second part firstly defines Central Economic Zone and SCRS, the core concept of this paper, thenintroduces the writing theory base, the higher education and regional economic development theory andhuman capital theory.The third part, according to the reality of Henan Province, analyzes the interaction relationshipbetween the construction of Central Economic Zone and Henan SCRS firstly. Then it points out theopportunity and challenge which the construction of Central Economic Zone brings to Henan SCRS. At the same time, it discusses the function of Henan SCRS to the construction of Central Economic Zone.The fourth part, through the analysis of the development process and present situation of Henan SCRS,combines with the background of the construction of Central Economic Zone, summarizes the existingproblems like regional distribution, education level, professional structure, government supervision and theinternal management.The fifth part mainly introduces the development of relevant recommendations of Henan SCRS underthe background of the construction of Central Economic Zone. Then this part puts forward somesuggestions from the angle of government and colleges, and finally points out the main body of running aschool to continue to explore new mode of education.
