In September2009, in principle, the State Council passed “to promote the rise of central planning”,which proposed “two vertical and two horizontal” economic zone concept. Two vertical is two railway linesof Beijing-Guangzhou and Beijing-Kowloon, and two horizontal is the Gansu Sea railway lines and alongthe Yangtze River. On the map, Henan Province is located in the area enclosed by these four lines, whichhas no national strategic planning yet in China. The national strategy is of significance to localdevelopment, to some extent, the place could get the benefits of many such policies. In this context, inNovember2010, the Henan Provincial Party Secretary Lu Zhangong, after taking office, vigorouslypracticed “the Central Plains Economic Zone”, and held the eleventh plenary session of the eighth. At thatconference, it was considered and approved in principle “the Constructional Outline of the Central PlainsEconomic Zone”(call it Outline for short). In January2011,“the Main Functional Area Planning”, issuedby the State Council, formally incorporated “the Central Plains Economic Zone”, which is a sign of “theCentral Plains Economic Zone” becoming the national strategy.In the Central Plains Economic Zone, Henan Province occupies a position of the essential core. Firstof all, geographically speaking, the Central Plains Area includes Henan Province and the some of the citiessurrounding. The acreage of Henan Province occupied almost all regions of the Central Plains area.Secondly,“the Central Plains Economic Zone” was put forward by Henan Province originally, which is acontinuation of the rise of the central area. Thirdly, the total population of Henan Province accounted forthe majority of the population of “the Central Plains Economic Zone”. Finally, and the most importantly,the economy of Henan Province is the major economies of the Central Plains area, and the political,economic, cultural, educational and other development of Henan Province mainly affects the developmentof the same thing of the Central Plains Economic Zone. Therefore, we can say that Henan Province is onbehalf of the entire Central Plains Economic Zone. In other words, the construction of the Central PlainsEconomic Zone is largely the construction of Henan Province. Put it in another way, the demand of theCentral Plains Economic Zone for talent is the requirements of Henan higher education for personneltraining. This thesis firstly defines the concepts of “the Central Plains Economic Zone”,“Henan HigherEducation”, and “adaptive”, reviews “Human Capital Theory”,“Regional Economic Theory”, and“Economic Growth Theory”, discourses the dialectical relationship between higher education and theeconomy, which establish its theoretical basis. Secondly, according to the requirements of Henan HigherEducation by the construction of the Central Plains Economic Zone, it selects the data from2009to2010,and analyzes the situation of Henan Higher Education, in terms of scale, structure, the level of teachers,conditions, and the funds of higher education. Thirdly, according to the data from2001to2010, usingSPSS software, it determines the correlation between Henan Higher Education and Henan higher education,compares the situation of Henan Province with the requirements, and analyzes the problems of HenanProvince. Finally, according to the results of empirical and theoretical analysis, it discusses how the HenanProvince Higher Education to develop, to provide plenty of talents and to meet the need of the CentralPlains Economic Zone, and how promote their own development, as well as the better construction of theCentral Plains Economic Zone, and puts forward development strategy of Henan Province Higher Educatin.
