The coming of the knowledge economy age brings the adjustment of industrial structure. Emerging technologies and emergent industry come to the fore continuously, which make the labors with high-tech to be a huge gap during the economic growth process. Meanwhile, it makes the developing of vocational education to face chances and challenges of unprecedented. Teachers, especially the "Double-Competency" teachers who are good at technology and teaching, are significant factor in development of vocational education. But up to now, the management to teachers still rest on the stage of administrative intervention and rigidity management, which restrict the positivity of teachers'development, the function embodiment of vocational education serving to local economy and the consistency of personal and society development.But flexible management has a special superiority on management of knowledge talent, which can develop subjective initiative of personal and organization'adaptability to changes effectively. These years, flexible management has got an implementation and verification on knowledge intensive industry, which also widely used on teacher management study and application in colleges and universities. So introducing the flexible management into Secondary Vocational Education is very urgent and realistic.This article presents some achievable measures to the Secondary Vocational School structure and the operation of flexible management through analyzing actual situation of ZIBO Secondary Vocational Education. These measures are including building flexible management idea, setting up flexible management organization, carrying out performance assessment of flexible management, setting up flexible encouraging measures, making flexible training mechanism perfectly and so on.Through studying three aspects including mental culture development, institutional culture development and material culture development, which belong to campus culture management system named"Cultural Management of School"of ZIBO GY School. This article makes a multianalysis the necessity and feasibility on the operation of flexible management in Secondary Vocational Education, aim to exploring a tried and true method for Secondary Vocational School facing problems of teacher management during the development process.
