Educational fairness is an important component of social justice. Along with our country compulsory education's basic popularization, the balanced development of compulsory education becomes the livelihood problems of common concern, while it is related to the social modernization and the realization of a harmonious society. Since the 1990s, the balanced development of compulsory education in China as a result of taking many effective measures had made certain progress. But while the achievements, there are still many deficiencies and need further study and solution.This article has conducted the case study on the non-balanced development of city and countryside compulsory education to the Yuanzhou District of Yichun City. Through the investigation, found that the area of non-balanced development of urban and rural compulsory education, mainly lies in education funding issues, school conditions, teaching level and teaching quality and so on. Revealed by analyzing the causes and dangers of them, that the reasons of these problems lie in the unbalanced development of urban and rural economy, increasing social stratification, rural poverty culture, imperfect the management system of compulsory education, the lack of scientific education in supervision, the key school system's establishment, and imperfect financial transfer payment system of compulsory education and so on. The funding per student of city school is higher than countryside school, and it is common that the rural school is in debt. Having an obvious difference in the school condition, the city school surpasses the countryside school. On the teacher troop, the city school teacher's school record and level must be higher than the countryside school teacher, the city school teacher's age structure surpasses the countryside school, the countryside school exists many substitute teachers, countryside school teacher's training must be short in the city school, compared the countryside school teacher, the city school teacher pays great attention to the scientific research. In the teaching quality, the city school rising into the key high school's population is higher than the countryside school by far, the student achievement also obviously surpasses the countryside school. These issues will lead to consequences that affect the quality of the overall improvement, the equal rights of individuals to receive compulsory education, the development of rural education and the construction of harmonious society. According to the local conditions and the compulsory education development's theory, I put forward advices on effectively promoting the balanced development of urban and rural compulsory education of Yuanzhou District: First, strengthen the construction of teachers in rural schools: Second, establish scientific and standard mechanism for compulsory education investment: Third, promote the standardization construction of urban and rural elementary and middle schools and adjust the layout of the rural school reasonably: Fourth, increase the dynamics of educational supervision: Fifth, actively explore ways to raise funds for rural compulsory education: Sixth, strengthen the informatization construction of education and realize resources high quality sharing.
