Management And Countermeasure Of Mobile Vendors

As the gradually acceleration of China's urbanization process, the number of the mobile vendors is increasing quickly, caused more and more complicated social problems. The government wants to keep the city's image and order, the urban management officers are asked to clamp down on the mobile vendors, but the punish operations may cause the vulnerable group to lose their survival ability. The violence conflicts between the Urban management law enforcement officers and the vendors are often been seem on the newspapers, have had a strong impact on the social harmony, also aroused the concerns from the government and the society.Based on the analysis of document data and comparative analysis, this paper firstly analyzes the definition, characteristics, type and the reasons for the existence of the vendors, secondly describes the vendors'past and present situations and the government's policy on them, then analyzes and discusses the contradiction and its reasons between the urban management officers and vendors.The vendors are resultant because of existent requirement, personnel formation and market requirement. When the survival rights of vulnerable group are collided to the city image, the governor of city should re-enact the city administration policy. On this basis, according to the new point of neo-public administration, this paper gives advices for the management of vendors, and tries to find the balance between the vendors'rights and the urban environmental management during the China's urbanization process. By exploring the full participation mode based on the government, community, and the vendors'organization, so as to alleviate the contradiction between the urban management law enforcement officers and the vendors, to ensure the survival rights of vulnerable group, and to provide references for the government's reasonable policy, and to promote the construction of a harmonious city and society.
