New Curriculum Reform has been putting for nearly 10 years in china since "the basic education curriculum reform outline" published in 2001. There are so many changes in curriculum value and function, curriculum structure, curriculum content, curriculum implementation, curriculum assessment, curriculum management and so on. It refers to local adaptability in curriculum objection, curriculum structure and curriculum management. As the weakest part, the local adaptability problem of New Curriculum Reform in rural junior middle schools of poor minority areas is the most serious. But "outline" only gives an overall layout on this, the effect is limited. So it is very necessary to solve this problem depend on local education department. This article has important effect in education theory and practice.The writing of this article is based on the research of other researchers in this area. I also did field research in three villages of LongSheng County and got some valuable information before writing.This article focuses on the local adaptability problem in curriculum conception, curriculum object, curriculum structure and content, curriculum implementation, curriculum assessment, curriculum management. Although getting some great achievements, there are also many shortcomings in local adaptability of junior middle school New Curriculum Reform in LongSheng county:some offsets in curriculum conception and knowledge, following the mainstream and the notobvious local orientation in curriculum object, the irrationality in curriculum structure and the tendency of urbanization and chinesization in curriculum content, the blindness imitating advanced teaching, the shortcomings in curriculum assessment, the imperfect system in curriculum management and the inadequate exploitation in curriculum resource. The reasons of causing these shortcomings are also complexity:lacking of funds is the cause on substance dimension; the centralization of power in education management is the cause on system dimension; the deficiency in curriculum knowledge of education staff is the cause on talent dimension; but the most important reason is the limited of the state examination and assessment system.According to this shortcomings and problems I put forward some principles with the reality of poor minority areas:The principle of locality means the local curriculum reform must focus on geographic characters, The principle of nationality means the local curriculum reform must focus on national elements, The principle of expansibility means the local curriculum reform must pay attention to developments of students and the intricate road of curriculum reform itself, The principle of transcendence means the local curriculum reform must be established in the base of undeveloped economy and transcend it too, The principle of systematicity means the local curriculum reform must transform the whole curriculum system, The principle of practical means the local curriculum reform must combine the theory and practice and put the practice first. We must pay attention to all of these principles.Last but not the least, I put forward some strategies to solve these shortcomings:We must set up the view of multi-tiered and multi-culture curriculum, stick to the principle of correct view of curriculum reform practice; We must deal with relations between the state and local, combine the three-dimensional objects, six objects of the New Curriculum Reform and the multi-cultural object. We also must build up the system of local curriculum objects; A harmonious curriculum structure must be built up and abundant curriculum contents must be enriched too. We also must think much of the importance of green-certificated education, comprehensive practicing activity and information technology education. The urbanization and chinesization in teaching materials must be got rid of; We must advocate a road which must accord with the needs of teaching itself and emphasize mother tongue teaching. We can not chase the new teaching methods blindly; All methods of curriculum assessment must be consider and the system of local high school entrance examination should be transform; The local education department must improve the system of three-levels curriculum management, teachers cultivation and teaching management. The curriculum funds must be added and curriculum resources must be exploited vigorously.I think the most important way to solve local adaptability problem in these areas is to establish a comparative and characteristic system of local curriculum reform. It must be done by local education department and all local middle schools with the help of education experts in according to the reality of these areas. Only in this way the new curriculum reform can embody local characters and fulfill the needs of both local development and teachers and students.
