Poverty is a kind of social phenomena associated with human and societydevelopment. In the primary stage of socialism, China's poverty problem will exist fora long period, especially minority ethnic poverty. In recent years, poverty alleviationand development of ethnic minorities and minority areas made remarkableachievements, but in the ethnic minority areas, poverty scale is still large, levels ofpoverty are still deep, poverty alleviation and development still have very heavy andarduous task. Guizhou Province is the major communities in the western whereminorities live together; its poverty problem is very prominent. After years of povertyalleviation and development, poverty alleviation and development in GuizhouProvince has made remarkable achievements, but under the new poverty standards,poor area of Guizhou Province is still larger, there are still more poor people, povertyproblem is still deeper, the general situation is still severe. According to briefingmaterial poverty alleviation of Guizhou in 2010 show that "it become to a new stageof co-existence that exploitation of poverty reduction has been included in the system,the combination of poverty alleviation and development of poverty reduction,economic strength has increased markedly and the incidence of poverty remained high,improved rural infrastructure and ecological environment is still fragile" and "weshould further adjust and improve the current poverty alleviation and developmentideas and methods to focus on infrastructure, in-depth implementation ofdevelopment-oriented aid, spare no efforts to enhance the ability of self-developmentin poor areas." Sandu Shui Autonomous County of Guizhou Province is one ofnational serious poverty-stricken counties, whose natural ecological environment isfragile, economic infrastructure development is weak, science and education fallbehind, economic and society development lag behind seriously. Besides, there is adistinct geographical representation in region poverty and ethnic poverty. The authorreveal the root cause of their poverty through the analysis of the poverty investigationof Sandu, reveal the root cause of their poverty and sort out all the policies of povertyalleviation and development in the past to learn lessons. For the current povertyproblems that existing, the author try to explore ways to accelerate poverty alleviationin minority model innovation actively, puts forward some practical suggestions topromote the comprehensive economic and social development in Sandu and even inthe whole minority areas of Guizhou Province. During the research process, the author visited the major governmentdepartments of Guizhou poverty alleviation and the Sandu Shui Autonomous County,combined with access to the official information, come to the specific points to makea detailed field survey to obtain a large number of detailed first-hand information inphysical geography, social history and national culture. Meanwhile, full using oflibrary materials and modern network technology and get a lot of second-handinformation with a great reference value. Through the convenient communicationtechnology, the author can pay attention to latest developments of survey points timely.Through the analysis of obtained collation of information, the author put forward thecounter-measures with practical value.The paper contained three chapters:Chapter 1 introduces the theory related to poverty and a general overview of theChina poverty and the cause of poverty.Chapter 2 mainly introduces the poverty situation of Sandu Shui Autonomous Countyand make a simple analysis of its underlying root causes of poverty, while noting thatthe new current situation of poverty in Sandu Shui Autonomous County.Chapter 3 mainly reviews poverty alleviation policies of Guizhou Province and SanduShui Autonomous County and learns lessons by summarizing its success or failure.Chapter 4 due to the existing problems and deficiencies, the author put forwardpractical measures and recommendations combined with the new poverty situation ofSandu County.
