The newly-promoted normal colleges are products to satisfy mass higher education of china under the background of extraordinary development of China's higher education. And they are also important base to provide training for local teachers. However, in the situation of newly-promoted normal colleges, it is still a question whether teachers can get good development under the new educational development situation (training target, teaching task, teaching requirements, etc.), which is also teacher professional development problems discussed in recent years by education researchers.In recent years, Teachers specialization and teachers' professional development has become the focus of education, especially as higher education popularization, the requirements of college teacher become higher and higher. The professional quality of teachers directly relates to the quality of higher education and Teaching. Since 1999, The quality of education has declined when expansion of higher education began. The university teacher professional development receives more and more attention and the research, This is not only the important way to improve education quality, but also the needs of the development of the teachers themselves. Normal college is a kind of special type of institution of higher education, the target of which is to foster future teachers. It is a base for training excellent teacher for the country and local place, however, during the early period of from the specialized subject to undergraduate school, whether teachers can undertake undergraduate teaching task is always a meaningful discussion, which is also an important aspect of university teachers' professional development. Under the request of new tasks and new teaching requirement, the development of teachers' education is an important component to improve the teaching level of normal colleges'teachers. Teachers'self-development is not only good for improving the future teachers'education level, but also good for improving school teachers' comprehensive quality.By means of discussion about newly-promoted normal college teachers' professional development, this paper aims to explore strategies to promote teachers' professional development and provide references for personnel departments and other functional departments in newly-promoted normal colleges to make management system and policy about teachers' training and evaluation, which can promote common development of colleges and teachers.Through literature study, the paper expounds the basic theory of teachers' professional development, including the concept, characteristics, stage theory, policy characteristic and university teachers' professional development research, etc. Through in-depth interviews about leaders, teachers and students of case school, the paper tries to find their ideas and attitude of teachers' professional development. By means of compiling questionnaire, the author investigates teachers in case school on the aspect of teachers'professional development. Through in-depth interviews and questionnaires, the author grasps the current situation and problems of teachers' professional development in newly-promoted normal college. The author analyzes factors which affect teachers' professional development in the newly-promoted and proposes strategies for teachers' professional development in the newly-promoted universities.Finally, the paper draws the conclusion that the teachers' professional development in newly-promoted normal colleges is a lifelong ongoing process, which is a kind lifelong learning throughout the teacher career. Teacher individual, the teacher team, the teachers troop control section, the university leadership and so on, needs to ponder and to study teacher's professional development question. Only the many aspect's joint efforts form are one kind of joint effort, only then has the possibility to promote teacher's professional development well, thus promotes to rise the pedagogical colleges and universities education quality of teaching newly well the enhancement.
