Open distance education is a new educational model, whose effective operation puts forward serials of demands different from traditional education. Since the beginning of talent cultivated model reform and open education experiment of the Open University of China in 1999, which is regarded as world renown multiuniversity by UNESCO. the scale of open distance education becomes wider gradually, and students increases, the perfection of competencies of teachers of open distance education is needed to improve quality of talent cultivating."National Educational Technology Standards for Teachers"initiates since 2008, at the same time,"ICT Competency Standards for Teachers"comes out, a serials of related documents publish, leading teachers to perfect themselves, and improve their competencies. At present,"Educational Technology Competency Standard for Primary and Middle School Teachers"has released, and again,"National Educational Technology Competency Guideline for Higher Educational Teachers"has issued since 2010, but educational technology competency standard for open distance education is rarely touched.The thesis intends to take the research based on educational technology competency standard and related essays home and abroad in order to explore the core components of teachers'educational technology competencies in Open Distance universities, to explore research situation by investigation, and find resolution plans and strategies. This essay holds that the core components of educational technology competency of teachers in open distance education include creative mind, communication and interaction skill, management and administration skill, cooperative skill, technology access knowledge skill, planning skill, evaluation skill. We take JXRTVU as an example to find the main present difficulties, including lacking communication between teacher and student, lacking management skill of teacher, traditional educational technology concept, educational assessment system'imperfection. So related departments should perfect assessment system, pool resources, strengthen institutional training. Teachers should use a variety of information tools, build expert community, take technology practice, improve educational technology competency by teaching based on resources. The thesis includes four parts. The first part introduces the background of the temporary research situation in China and abroad, including generalization of the topic, research content, research technique, and illumination of some core concept and theory. The second part includes analysis of teachers'educational technology competencies, and explore the components of teachers'educational technology competencies in Open Distance universities. The third part researches teachers'educational technology ability in Open Distance universities by taking JXRTVU as an example. The fourth part analyzes research results, and gets some conclusions and suggestions at macro level and technical level.
