Most collleges and universities have adopted vealuation of teaching quality in teaching management. How to evaluate the teaching quality of univesity teachers has become an academic question and is been valued by more and more scholars. In the work of evaluating teaching quality, managers find that evaluating teaching quality is not fully consistent with planning. There are some new problems need to slove. So it is important to build the teaching evaluating system and study the impact of background characteristics. This can guide the higher education teaching management reforming effectively, mobilize teachers work motivation and enthusiasm, relieve the conflicts in the daily management work, improve the relationship among leaders, teachers and students, avoid to appear the chaos that can seriously affect the enthusiasm of teaching, futher improve the sutdent evaluation system and enrich the theory of teaching quality evaluation.Starting from the students'evaluation teaching in universities practice, combining with the author's management, this paper makes research and empirical analysis on the impact of the evaluation teaching system's construction and background factors. For the student evaluation of the teaching quality perplexing the universities all the time, this paper identifies the factors affecting its rationality, makes recommendations for improvement through practice, so that the student evaluation of the teaching quality has more rationality, pertinence, operability. Enable Students to rationally participate in the teaching evaluation, teachers to accept the results, and universities to rationally use the evaluation data, thereby fulfilling both teaching and learning, to get the purpose of the evaluation for promoting the development of education. Thus further arouse teachers' working motive and enthusiasm, improve relations of various fields such as the leaders, teachers, and students, and improve the teaching quality and educational management level.
