City Community Governance. Multicenter Perspective

The neighborhood is an important element of society, which has significant effect in society's development. While the work unit organization has dissolved, the organization affiliation is changed to social affiliation. Social members' depends on the unit has declined dramatically, while their dependence on communities gradually increases. Community has already become an indivisible part of our urban residents' daily life.Based on this background, efficient community governance plays an important role in our daily life. In my view of the existing condition of community construction in the country, the powerlessness of self-governing organization, the unzealous participation of the public and non-government organization, are not fundamentally solved. It has become a bottleneck which has negative effect on further development of communities. To build Multi-central governance became an urgent task for us to solve this situation.This paper starts with the quo of community development, by example with Jin'ansi community practice of governance.Using primary research method to discuss the principal problem that the governance of city communities currently existed, deeply examined the probably elements causes of the problems in city communities' governance.Furthermore, Suggestion and measurement also being provided for developing and cultivating social organization, community autonomy organization, enhancing the construction of the community participated in community of enthusiasm, further streamline government and social organizations. In the followed the passages will be focused on the relationship between the community organization, attracting more and more individuals through social organizations, community autonomy organizations to participate in social activities.As a key view in this discussion, "Multi-central" governance cooperation's manage community public affairs, community members involved in the community construction process, is an effective way of community development to achieve the purpose of the harmonious community.
