As we all know,the 21st century is the era of a network and the information age.Network provides human society a new geographical space which break through the traditional constraints of space,become a core concept of the times.People gradually formed a new way of life,social norms and ideology in this network space.However,the dialectical warned that we should be maintained with any thing in two views,network is no exception.Network not only promotes the survival of the human condition throughout the change,but also brought many negative effects which can not be ignored. In recent years,hunman use the Internet for all forms of crime are common occurrences all over the world.Such as illegal intrusion into computer network information system or use the network implementation of financial,fraud, theft,etc.Means more and more high technology,threaten on sovereignty,security and social stability.In this series of negative effects,Internet pornography dissemination wanton spread through the network fast,convenient,abundant and low-threshold, evolved into a ferocious "cyber yellow scourge".Internet Yellow Peril has been likened to a more terrible weapon than a nuclear warhead,eriously affected the normal people work,live and social values.Forthermore,it will bring ethics of the whole community the adverse impact and ultimately affect the development process of human civilization.Therefore,in order to ensure network safety,health development and defense of the human spirit space,eliminating network "yellow scourge"related to the vital interests of mankind as a whole or even National security far-reaching and great.Firstly,the network and the network "Yellow Peril" are outlined.Through it I introduced the definitions,characteristics and development status of the network and the network "Yellow Peril".Then I discusses the theory of eliminating network "yellow scourge" to basis for the next discussion.In this paper,I use literature study by collecting,identificating,compilating many literature then formation the scientific understanding of network"yellow peril".And then organize and analyze literature and to network "yellow peril" of systematic and principled.The paper also use a comparative study,the first is longitudinal comparison method,namely is analyzed objects in a time series analysis object,in different periods,find out the status of contrast hampering the "yellow peril" governance network,so as to eliminate factors of these factors in the future to provide the reference.The second is horizontal comparison.At the same time that the different countries"yellow peril"management of network,find out their advantages to better derive the other advantages for our country's network of the"yellow peril"government provide more experience for reference.Through the above study,the final conclusion is:New network society,yet the reality of countries such as establishing a set of effective management system,and because of the characteristics of the network,it generates the management of the social community can not be resolved through the unified command,because the task at this time Often multi-center,social only rely on the system to achieve coordinated management,namely the establishment of multi-center network management mechanism to achieve the"yellow peril" of effective governance.The realization of multi-center management,governance system must first be more than the main relationship between the legal rights recognized the legitimacy and rationality,equality has a certain relationship between the mutually inclusive governance body,followed by the right of governance to a reasonable spread Configuration,the main use of their unique advantages,their duties and to coordinate together to complete the network of "yellow peril" of governance.In the course of the study,as literature and reference materials can be relatively small,the study has many shortcomings,such is the reality on the application of multi-center study treatment,but also to be further supplemented and improved.
