Basic education in rural areas has been a hot topic in recent years. Focusing oneducational fairness and equality in education, the society has called for improvingschool conditions in rural areas, thus narrowing the gap between urban and rural areas.Indeed, educational fairness is the key issue of rural education, with necessary teachinginfrastructures and faculties being important factors which cannot be ignored. It is theright of students to receive education, especially good education, by providing them withan adequate and necessary learning environment. At present, the main problems in ruralbasic education are: inadequate infrastructures, low faculty supplies, poverty in students’families, and a spreading "studying is useless" mentality. Today a large number ofarticles, focused on these points, has increased discussion on values of fairness in basiceducation in rural areas. In this paper, a new angle is introduced in order to reexaminethis inequality, to find practical solutions to these problems, and to solve the problemseffectively, thereby protecting the rights and interests of rural students.This paper’s main priority is rural basic education and focuses on insufficiency inschool infrastructure in rural basic education as its primary topic. In order to improveschool sizes, hardware facilities, and teaching facilities, these schools must be visited toensure their quality, safety, and other standards. Local teachers should also beinterviewed, the original ecological situation of infrastructure in rural schools must beconsidered, and then polycentric governance theory can be used to analyze the causes ofthe problem and to propose appropriate countermeasures.This paper is divided into four parts. The first part defines related concepts andprovides a theories summary: it introduces the concepts of school infrastructure andgovernance, describes the origin and development of polycentric governance, andelaborates the connotation of polycentric governance. The second part describesimportant facts: it depicts the current infrastructure status in rural schools in X city andanalyzes and summarizes three aspects of the problems. The third part analyzes theprimary causes: taking the perspective of polycentric governance, it analyzes the causesof the problems from three dimensions, i.e., government, market, and society. The fourthpart discusses the countermeasures: taking the perspective of polycentric governance, it proposes that the government must lead, with the market playing a positive role and thethird sector playing a supplementary role, thereby achieving a virtuous cycle ofsupplement.
