The Research Into Adaptive Development Of Guangxi Higher Vocational Education And Regional Economy

Higher vocational education is an important type of higher education, and is the most closely part associated with the economic development in the higher education system. At present, higher vocational education in our country have been accounted for half of higher education regardless of enrollment scale or current students scale. The important role of higher vocational education is increasingly prominent in the economic and social development. The main features of higher vocational education is to serve regional economic development. Regional economic development and economic structure determines the direction of talent training mode of higher vocational education. Therefore, the development of higher vocational education must be adapted to regional economic development. In the "State Council's decision to vigorously develop vocational education" (State (2005) 35) file, there are 18 times mentioned that the vocational education must be serving for the local economy. Higher vocational education should walk the development road of university-industry cooperation, with service for the purpose, and the employment as the guidance, and insist on training high quality skilled talents needed in front-line for production, construction, management and service. Taking the regional economic as the center to develop vocational education, and final service for the local economy, which has become our development policy of higher vocational education.Currently, the economy in Guangxi is showing the trend of accelerated development. The State Council has approved the file of "State Council's several opinions on further promoting economic and social development in Guangxi " and made a new strategic positioning about the economic and social development in Guangxi, and also put forward the strategic objectives " Build the regional modern commercial logistics base, Advanced manufacturing base, Characteristic agriculture base and information exchange center, Constructing new heights of international regional economic cooperation, Foster the new growth pole of the coastal economic development, Construct the rich civilization and harmonious ethnic regions", which provides a great opportunity for the economic and social development in Guangxi.The building strategy of 'The beibu gulf economic zone" has risen to national strategic level. Construction on " xijiang economic belt" and "the resources enrichment region in the west of Guangxi" has been included in the strategies of Guangxi economic social development." China-ASEAN Free Trade Area" will push Guangxi to the strategic frontier of the national opening cooperation, so the Guangxi is set to further accelerate the pace of development. The rapid development of Guangxi economy needs a large number of high quality, high technical talents, therefore the higher vocational education in Guangxi have unprecedented opportunities.The coordinated development issue of higher vocational education and regional economy is mainly lie in the tripartite relations among local government, enterprises, and higher vocational colleges, and is how to achieve coordinated development and win-win cooperation between the tripartite. In the developing process of higher vocational education services for the regional economy, the government is a maker for education planning and system mechanism; enterprise is a users for talent resource, partner for school and investor for education; and the school is a culturist for talents and main executor for educational program. Only tripartite joint efforts to form a cohesive force, the higher vocational education can realize sustainable development, and better service for the regional economy. Higher vocational education of Guangxi in the process of adapting to the development of regional economy, there exists some incompatible problems in system and mechanism, education investment, the school-enterprise cooperation, talent cultivation mode. The root of the problem lies in the lack of conception update and innovation.In 2007, the Ministry of Education began to introduce "national exemplary vocational colleges construction projects", and built up 100 demonstration vocational colleges on a national scale, Hoping that through demonstration construction to explore talent training mode with China's higher vocational education features and sustainable development paths, and finally summarizes the successful experience in the national scope for promotion. In 2010, the Ministry of Education nationwide selected about 20 prefecture-level city (district) began to promote "the higher vocational education comprehensive reform testing" project, which listed in pilot project of the national education system reform, and hope that explore a success road for higher vocational education development in China From the system and mechanism level. Now two reform work have made a certain amount of research achievements, but have not formed mature mode. The characteristics of closely connection and relying between higher vocational education and regional economic also determine the applicability of research achievement is subject to regional influence. The successful practices in the developed areas may not be applicable in the less developed areas, and the successful practices in the eastern region also does not necessarily apply in the western region. At present, the research into adaptive development of higher vocational education in Guangxi and the regional economic are basically belong to exploration level, and little research achievement, so need to be verified by demonstrating and promoting.This thesis hopes to research into the law of regional economic development and higher vocational education development, by analyzing three dialectical relationship between government, enterprises and schools, thus explore the law of Guangxi higher vocational education adapt to the development of regional economy; and put forward for sustainable development strategy from the most important three aspects of the government, enterprises, schools, which in system and mechanism, development environment, the school-enterprise cooperation talent cultivation, professional setting, curriculum development, team construction, base construction, etc. And finally hope to provide some references for the scientific development of Guangxi vocational education.
