Professional development of teachers, in essence, is the formation and development process of teacher's professional attainment. The teacher's education theoretical attainment, as the necessity of their professional attainment, is the foundation of their professional development and an important target in judging their professional development. Good theoretical attainment of education can promote the understanding and conscious pursuit of teachers in the education world, which makes the teachers to form their education beliefs and effective reflect on education practice, and to understand it better, participate in education reform, so as to promote the professional sustained development of their own. The period of new teacher is the special and critical stage of teacher's professional development. New teachers'education theoretical attainment has its own significance to their professional development. Based on this, the paper tries to begin its study on the education theoretical attainment and the professional development of the new teachers in primary and secondary schools.The study is divided into three parts except the introduction:The introduction part, "Introduction". It tells us the reasons why to study on this subject, the value of study, study in this field at home and abroad, study methods, and defines the related key concept.In chapter I," The relationship of education theoretical attainment and teacher's professional development". On the one hand, it sets forth that teacher's education theoretical attainment is the main conditions of their professional development, on the other hand, it expounds the professional development can improve their theoretical attainment.In chapter II, " The current situations of education theoretical attainment of new teachers and the analysis of its courses." Based on the questionnaire survey and interviews, it knows the problems it faces, that is, the lack of education theoretical knowledge of the new teachers, inadequate understanding of the theoretical value of education, lack of the awareness of self-improvement and the ability of improving their own education theoretical attainment. The factors which cause the problems are:the course development of teacher's education theory; the wrong understanding of education theory; the innate characteristic of major socialization process of the new teachers; the traditional technology at universities and theoretical professional culture; and the education theory separating from practice, and so on.In chapter III, "Improving the education theoretical attainment of the new teachers, promoting the strategy of their professional development." Based on the strategy both internally and externally to form the strategy so as to improve the promoting of their professional development by improving their education theoretical attainment. External strategies are: strengthening the reform of pre-vocational education courses, and establishing the management system which suits characteristics of their attainment; and internal strategies are:to strengthen theoretical study; consciously do as reflective practitioners; making self-planning in order to enhance the attainment; be good at theoretical summary and theoretical innovation.
