At present, many vocational colleges begin to introduce the mode of two-level management, promote the reform and innovation of their inner management with great efforts and carry out this mode internally. It is the inevitable choice for the colleges to actively adapt themselves to market economy, reform the mode of cultivating talents and promote education quality. Based on their specificities, the colleges can't copy the management mode of universities without any changes. Therefore, for those higher vocational colleges that have the implementation of two-level management, when carrying out performance management of institutions, it has to take full account characteristics and requirements of two-level management and high vocational education. It is also of great importance to promote the effectiveness and quality of the colleges' inner management, increase the college's integrity strength and core competitiveness, and achieve their development strategies.The research method of the combination of theory and practice is applied in this article. Some advance theories of enterprise performance management are introduced to discuss the college performance management under the mode of two-level management, and some specific performance management activities are implemented under the guidance of these theories.This paper firstly states some related theory to performance management, emphasizing on the introductions of Management By Objectives, Key Performance Indicator, Balanced Score Card and 360 Feedbacks. Secondly, it analyses the significance of two-level management for higher vocational colleges and the problems of performance management for higher vocational colleges under two-level management. And from theory, experience, practice level, it analyse the reasons for these problems, then proposed to solve performance management problems for higher vocational colleges under two-level management. Futhermore, it analyses the case of current administrative performance management of Nanjing College of**, concluding its main achievements and meanwhile, exposing the distortions of the college's role in secondary teaching sections, the recognition of performance management, the communications during the procedure, the confirm of performance indicators and annual feedbacks. It discusses some issues from the performance feedback and its application. Lastly, It redesigns the performance management for Nanjing College of** from the aspects of establishing a sound management organization, setting up a goal, helping and enforcing it, the feedback and application of performance results, the difficulties as well as the corresponding measures.The core of this paper is to preliminarily built the performance feedbacks indicator system mentioned above on the base of the theory of enterprises performance management and to redesign the case of Nanjing College of**.
