Over the past ten years, higher vocational education has become the backbone force in cultivating the talents and thus played a vital role in building up a strong nation of human resources. Since education has a close relationship with the efforts of teachers, conducting an effective management of teachers has become the guarantee for developing the potential of teachers and improving the quality of running colleges. If we take the teacher performance management as an independent management project, we can apply the PDCA method, which is involved in the project quality management theory, to the performance management of higher vocational teachers. In this way, we can not only let our teachers have their developing direction, but also improve their teaching level through continuous problem-solving process. As a result, it is of great significance to improving the overall performance and further developing higher vocational colleges.The paper finds out the reason for the low efficiency in performance management through the analysis of the current situation. According to the requirements of nonprofit and sustainable development of the higher vocational colleges and characteristics of the students, the paper analyzes the working situation of the higher vocational teachers and sets up an evaluation index and weight of teacher performance, which are based on the Balanced Score Card (BSC) principle.By adopting the PDCA method, the paper establishes a set of methods for higher vocational teacher performance management. This method includes four aspects as follows: firstly, analyze the teachers'workload scientifically and formulate the plans and targets for teacher performance (P link); Secondly, inspect the task fulfillment and handle problems in the working process (D link); thirdly, conduct a performance evaluation and analyze problems (C link); communicate with the teachers and get the response from them so as to gain experience and lay foundation for the next circle (A link). In this way, we can achieve the goal of improving teacher performance.In order to verify the effectiveness of the new method, a research is conducted in Guangzhou Civil Aviation College by applying the new method. The experimental group includes 20 teachers. After 2 years of continuous inspection of performance, we get 8 sets of evaluation data. After the analysis of the data through RSR method, we have drawn the following conclusion:The new performance management method can help teachers to improve their overall performance and reach the target of the development of the college, though there is a slight fluctuation. Furthermore, through consistency research by calculating the Kendall's concordance coefficient (w) of each testing item, the evaluation index system of teacher performance is verified to be independent, effective and scientific.
