Discussing On The Logic Of Creation Of Community Governance

Building a harmonious community is a major component which discussed by the16th CPC Sixth Plenary Session, which began the late 90s 20th century------Thecampaign of community building, which supplied the opportunity for the reform of the grass-roots urban autonomy. Under the force of various regional communities, the institutional space of the urban grass-roots autonomy system,institutional foundation and institutional structure have corresponding changes. After reform and opening up for 20 years in China, though we have scored a lot of achievements, It is still difficult on community governance. Now we are in the crucial period of reform and opening up, it's particularly important to research the current creation on community governance.For consideration, I studied carefully and followed the law of democracy, norms, workable, principles, after compared analysis, researched, and visited many times, in order to understand the various situations in the actual construction."Practice and feedback"of author has theoretical value, also has the operational feasibility.This paper is divided into three parts: The 1^st paragraph discussed government management of community governance after the reform and opening up: Including describing all kinds of definitions of community governance from schools reviewed, and compared, expounded, Briefly explained the status of our community governance. The 2^ed paragraph discussed the innovation system on community of Bai BuTing: Including the profiles of Bai BuTing, model of community governance, innovative content and conclusions.The 3^ed paragraph discussed the innovative logic of community governance: Including the innovative features of community governance abroad, the reference for domestic community from the foreign community, the prospects of domestic community governance innovation.This paper has the innovation in following several aspects: (1)On the aspect of the structure of analysis, this paper studied by the concept of"Community Governance",which constructed of the "problem-review-a case studied-practice",this is a unique analytical framework; (2) In conclusion, in accordance with the principle of "people-centered", this paper analyzed and determined the innovation values and its principles,system construction and path dependence,dynamic mechanism and the external environment of our community governance innovation. The author thought that the future innovation management of our community should be oriented by "harmonious community", these views have some innovative.
