Nowadays, with the further development of our social system and the reformation ofour political system, community, which is the basic unit in our society, has played a moreand more important role in constructing a well-off and harmonious society. Its uniqueposition and value has become much more obvious. Therefore, the governance andconstruction of communities has been highlighted by all fields in society. At present,some cities have already made remarkable achievements in developing their communities.Many cities have already formed their own way in governing communities through lotsof practice and exploration.However, some scholars both at home and abroad have realized that the speed ofcommunity governance is later than that of its construction. There are still manyproblems. For example, the government gives too much intervention in communitygovernance. As a result, there is a political trend of community administration, whichconflicts with the aim to make the community administration automatically by theresidents themselves. The communities don’t have the ability to organize by themselves.The decision-making authority and autonomy in community have not been put in place.The community intermediaries are still weak and undeveloped. What’s more, thefinancial supply of community governance is still deficient. In order to solve theproblems in communities in our cities, or rather, make our community construction better,we can make full use of the western theories and rich experience to governance theircommunities according to our present communities’ situation. In view of these problemsabove, this article will give some suggestions in solving the problems of Tiexi District inAnshan with the help of Gerry Stoker’s theories. The suggestions are as follows, first,confine the role of local government and diversify the administration; second, definitethe job and responsibility of each part in one community; third, let the communitygovernance work by itself automatically in order to form a strong governance mechanism;fourth, explore some advanced methods and technologies to governance communities.
