Education is the foundation for national prosperity, but also the key to enhance the international competitiveness of China. Especially the role of compulsory education in promoting economic and social development and improve the overall quality of population, has been certified by history and the people generally agree with that, and the right to education has been written in the Constitution as a basic right of people. For western minority areas which are poor in economics and education, it is especially significant for them to develop suitable compulsory education. However, because of uneven regional economic development and various social factors, compulsory education in western minority areas has lagged far behind developed eastern regions, so the balanced development of compulsory education has a long way to go.This paper, mainly using economic analysis, firstly analyses deeply the development of compulsory education in western minority areas from a theoretical point of view, and then make an empirical study of the status of compulsory education in western minority areas. After delving into the reasons of non-balanced development of compulsory education in western minority areas from an economic perspective, this paper emphatically discusses the institutional reform path of balanced development of compulsory education in western minority areas. Believe that through mutual cooperation between the Government and the market, and the profound institutional change, the status of compulsory education in the western minority areas will be improved and balanced development of compulsory education in eastern and western areas will eventually appear. This paper follows research ideas of the theory, empirical and responses. There are four chapters as follows:The first chapter is an introduction, it mainly includes: origins and significance of topics; major innovation; on the main content; research methods; literature review. The first chapter lays a solid theoretical basis for this article.The second chapter has sum up the theories of the compulsory education system development in western minority areas, including the importance of the compulsory education for economics and the public goods which were offered by the government. The third chapter focused on the status and the trouble of compulsory education in the western minority areas, including the imbalance of availability of compulsory education, compulsory education teacher forces and school conditions. At the mean time the third chapter gives the answer to the problems of compulsory education in the western minority areas.In the second part of the third chapter analyze the reasons of unbalanced development of compulsory education in western minority areas. There are three main reasons: First, compulsory education management system which lays responsibility on local government, especially the county; Second, costs and benefits of compulsory education in the western minority areas are unequal for both families and local governments in the west; Third, there is urban bias for compulsory education system, analyzed by use of public choice theory.In the third part of the third chapter explores the institutional change path for compulsory education in western minority areas. First, it defines the intension of the balanced development of compulsory education, and then puts forward reform proposals in innovating the educational provision system, reforming compulsory education management system, perfecting the financial transfer and payment system, establishing priority development areas of education and developing national characteristic education system.
