According to the major data communique of the sixth national census,minority population is 113,792,211,which accounts for mainland area population 8.49%。Though its population proportion is not high, but its total quantity is very big, more than 100 million. Moreover, the distribution of minority population is very extensive, ethnic minority autonomous local area accounts for the national above 60%. In reality, the problem of balanced development of compulsory education in the minority areas,is not only related to personal vital interests, but also related to the social stability, the fusion between different social groups, and even the coordinated development of the whole society.However, because of the influence of dual economic system, the development of compulsory education in the minority areas obviously presented imbalanced phenomenon. Therefore, this paper expounds systematically the connotation and thought of the balanced development of compulsory education in the minority areas firstly. And then, this paper researches and analyses the concerning theoretical foundation of the balanced development of compulsory education in the minority areas. At the same time, the paper studies the evolution of financial policy which is for improving the balanced development of compulsory education. On this basis, this study selected randomly three counties/cities which are at good, medium and poor levels of economic development in Qiannan Autonomous Prefecture in Guizhou province as examples. This study takes the development situation of their compulsory education as a case study, and make investigating under the view of financial support. Based on analysis of the major indexes of balanced financial input, it reflects the promoting situation of balance development of the compulsory education in the minority areas. After the analysis of data collected, we found that: due to the factors of natural conditions, economic development level, cultural idea, etc, it happens the status of imbalanced development of compulsory education between sample districts and schools. According to the actual situation in the minority areas,this paper argues that: it should increase the financial support for compulsory education in the minority areas; it should strengthen the government's leadership and publish relevant laws and regulations; it should promote the standardized construction of schools for compulsory education in the minority areas; it should speed up the construction of teachers' team for compulsory education in the minority areas; it should integrate various education resources of compulsory education schools in the minority areas, etc. Hope it is useful to promote the balanced development of compulsory education in the minority areas.
