The study of competency in the education field gives teacher's competency a board sense of orientation.it make teacher's competency into human resources management system, they make the evaluation of teacher competence and the teacher education, development, performance evaluation training, etc linked.Chinese scholars have realized the important role of the competency in selection, identification, training, and launched related research, but from the results of literature search, wo can find that most of these studies focus on the literature review, theoretical analysis, building Model, and the competency model for teachers related to the single dimension'study were rare. In addition, some scholars began to focus on specific subject teachers'competency model, now has chemical, physical education teacher'competency research, and the related research on teacher competency of information technology has not yet appeared.In view of this, this study introduce the competence theory into professional development of information technology teacher on secondary school, combined with the nature and characteristics of information technology of secondary school. Apply competency modeling of human resource management to explore the Competency of Information Technology teacher, hoping for provides a theoretical basis and method for the information technology education in hiring, training, performance evaluation, professional development.This first part of paper introduces the research background, present situation and meaning. Mainly summarizes the domestic and foreign education in the field of competency research, discusses the values of research on teacher competency. In the second part, the related concepts of competency and competency model and methods were introduced, for the following study lays a theoretical foundation. In the third part,from the Angle on teacher competency model's structure dimension, demonstrates the establishing the necessity of the study on information technology teaching competency model.In the fourth part, The artist chose 44 first prize gainer of teaching design contest in 2011 for test then using work ability evaluation, behavioral event interview method, open questionnaire, and literature investigation, factor analysis methods exploreed the information technology teachers' teaching competency for middle school. Research results show that the information technology teachers' teaching competency model for middle school has 8 components:their basic teaching skills, practical ability, Control ability, ability to obtain, utilization and development of curriculum resources and information technological literacy, organization of teaching activity ability, the ability of correct implementation for the teaching assessment and communication and cooperation skills.
