The society has become an information society in 21 century. The globular economical competition is the warfare of the quality of person with competency in the final analysis. And being a profession to cultivate people, education should affront and receive the information society's challenge. Education of the informational diathesis is the most important content, and the key point is the quality of teachers.In order to promote the development of west high education, the government used the national debt fund, built the campus network for 152 universities in West, provided the ensure and sustainment for teachers teaching and researching and students connecting network.In order to speed the development of high educational information road hi GanSu province, this research mainly used two study methods, the literature analysis and the questionnaire investigation, to clear the actualities and existent questions that teachers in universities use the information technology. Based on the in-depth study, this research try to establish the training system, which would make for promoting teachers' information quality of GanSu province.From deeply analyzing the data, we can see clearly that teachers have more progresses in information consciousness, information knowledge, information capcompetency. However, as a whole, they are imbalance in IT capcompetency, lower level in information quality, behind in information application. Educational technology theory and practical application competency should be enhanced. The reason is that the universities and educational administrations don't adapt to the national information development, and teachers in work lack the opportunities of training step about IT.From analyzing the data, we also can know that most teachers have the strong desircompetency and requirement in theory training and IT training. And teachers also advanced about the content, mode, emphases, schedule of the training. The fundamental of the training system is that: contents should give prominence to the emphases, avoid the same uniform arrangement; strengthen the training of teaching and learning theories and teaching design; implement the combination of IT andcurriculum; and the content, mode and schedule of the training should be f reeness.Analyzing and summarizing the misplay in training, this thesis try to establish a new teachers training system of high education in five aspects, which are object, step, content, mode and evaluation of the training. The object of training is innovation and promotion, implementing the principia of "teaching needed, pursuing the actual effect". The step of training will pay more attention to the extrinsic curriculum and the training environment The organization mode of training combines the centralization and decentralization, in campus and out campus. The content of training should be all teachers' same requirement and also teachers' different requirement. It can be divided into five modules, which are theory, skill, teaching design, teaching practice and the second resource exploitation. Teachers can take part in the different training phase according to themselves practice. Different phase will use different training mode. Theory phase should be more infused. Technology phase should be teached and more practiced, the actual practice is more important Teaching design phase can combine with the case to analysis, the key point is to solve the practical problems. And the effective evaluation system is the base ensure of the effective training. Establishing the training system should be canonical and periodical, it will be perfected and renovated in practice.
