The school principal professional level and professional quality condition directly reflects a school's management teaching reform. Push the headmaster professionalization, pursued of the goal.At present, there are too much research about school principal and the headmaster specialization problems both at home and abroad.The paper takes Tiexi-shengyang for example, research the urban school principal professional development planning problems and influence factors.The main purpose is to find out the problems in the current school principal professional development planning formulation process. By analysis the problems, to put forward some reasonable suggestions, hope to plays a inspiration for principal professional development and planning in our country.In the exordium, it illustrates the background,significance and purpose of the topic,and it summarize the related research at home and abroad and also instructed the research methods. There are document study method. In the paper,the author expounds the theory basis of the study on the basis of combing the massive literature, and he think that the school principal professional development planning and research needs the support of promotion functionalism, the leadership qualities theory and the career planning management theory. According to the literature, this paper looks back the history of the principal professional development and planning in our country, and divided it into four periods: the budding period, formation period, finalist the design period, and the deepening period. The following test takes the case of headmasters in Tiexi-Shenyang, analyse the problems and reasons of the principal professional development and planning in urban school. This paper considered the main problem are the principal professional development and planning in urban school is not complete; formulate blindly and it has the formalism phenomenon in the operation process in the meanwhile; the paper on the basis of British and American experience, puts forward strategy about the the principal professional development and planning in urban school. The education administrative department update their concepts, strengthen the headmaster training strength; the headmaster convert their thinking; establish the consciousness of one professional development; perfect the headmaster management system and to promote the development of the principal professional organization.
