Jiangsu Province, The College Entrance Examination "parallel Volunteer" Toudang, Enrollment Methods Reform

With the current reform of the implementation of the "parallel application" enrollment of the College Entrance Examination in Jiangsu province as the starting point, the thesis was disserted to explore the drives, reasons and conditions of the reform of the new enrollment, to analyze the current situation of the reform, to point out the effects and disadvantages of the enrollment method since it has been carried out, and to evaluate it objectively and comprehensively. Based on the current situation, the author further looked forward to the future in this thesis, analyzed the methods and uses for reference which can be pursued through the reform, and discussed specifically the existing extension, realistic objectives and prospects of the reform for the purpose of offering some strategies and suggestions for the promotion and innovation of the "parallel application" of the College Entrance Examination in Jiangsu province.The main contents include the following three aspects:1. The drives, reasons of the reform of the implementation of the "parallel application" enrollment of the College Entrance Examination in Jiangsu province lie in corresponding to the value and pursuit which includes fair and justice of the enrollment of the college entrance examination and adapting to the need for the optimal allocation of resources for higher education in Jiangsu province with decreasing the number of the students flunking for the admission with ideal score as the initial purpose, and with eliminating the demerits existing in the echelon application as the greater goal. The fundamental conditions of the enrollment method rest with the uses for reference from the successful experience of the "Hunan mode", which is ensured by the technique security of the rapid development of informatization and pushed by appealing from the examinees, colleges and universities, and educational authorities.2. Since 2005, the reform has also achieved some positive effects and results. It has further reflected the educational equity, has increased opportunities for candidate selection and admission, has guaranteed the stability and balanced quality of the student resources for colleges or universities and has optimized the allocation of resources in higher education. Some negative effects of the enrollment method, however, still can not be eliminated, "joint entrance examination" is still the only premise of the parallel application. The tendency of "score orientation" is further strengthened. The students still have the risks of flunking a competitive examination for college or university admission. The purpose of students'independent options and universities'independent admission is still difficult to achieve. Generally, the enrollment method has improved the satisfaction of the students and parents and offered the experience for the national spread of the parallel application. However, the improvement and innovation of the enrollment method reform are still under great pressure.3. In order to reduce the negative effects, the reform of the implementation of the "parallel application" enrollment of the College Entrance Examination in Jiangsu province is in need of methods and uses for reference, taking references not only from other provinces which are implementing the parallel application but also advanced concepts of foreign college entrance system. At present, the reform of Jiangsu province has extended healthily and usefully, protruding the functions of high school academic level text in the admission of the college entrance examination. Comprehensive quality assessment of the students has been bought into the college admission system. Te registered entrance system of junior college has been carried out in some experimental spots. The long-term goal of the reform is to substitute "one application for one college" with "one application for more colleges", to substitute "government admission" with "college admission" and to bring in the higher educational agencies.
