Facing the trend of political polarization, economic globalization and fast development of science and technology in the world, talent resource is becoming one of the most potential, sustainable and reliable strategic resources for economic and social development. To adapt this context, this paper, based on Tianjin's talent strategy and its current development status, carried out studies on innovation of talent resource management mechanism and suggested that the fostering of local talent and introducing of foreign experts be integrated and talent incentive be strengthened to maximize the mechanismic and structural advantages of talent resource management of Tianjin and actively tackle the severe talent competition both in China and in the world.At the beginning, this paper introduced the background and significance of this study as well as relevant concepts and study methods. It further outlined studies carried out both in China and abroad on incentive mechanisms in the aspects of content incentive, process incentive and comprehensive incentive, made contrast between both domestic and foreign advanced talent policies, methods and experience and carried out quantitative analysis on talent scale, structure, input, output and environment with methods including descriptive statistics, structure analysis, horizontal and vertical analyses and tendency analysis on the basis of large reliable data and made appraisal on current status of talent development in Tianjin, aiming to find mechanism and policy problems of the present talent mechanism in the city. The author specially studied the talent incentive mechanism in Tianjin and found some problems. Based on the above mentioned achievements and Tianjin's talent development status and strategic planning, the paper proposed eight suggestions and their countermeasures, namely building a scientific talent-tailored performance appraisal system, fully guiding and monitoring incentive measures by government, encouraging the introduction of technology and other elements in the distribution of earnings, exploring and perfecting talent incentive mechanism both in party and government levels; further intensifying the reform of interior distribution system in public institutions, exploring incentive mechanism for professional and technical personnel and high level talents, exploring and perfecting incentive mechanism for enterprise executives and improving IPR protection system and strengthening IPR protection.
