On February 1993, the original formulation of the State Board of Education released the "China Reform and Development Program" including one important clause referred as changing "exam-oriented education" to "quality education", which became the "Outline" a resounding slogan, followed by an Education heat. In the process of promoting quality education, more and more people realized the unique role that art education played in enhancing and improving people's quality. After the inclusion of aesthetic, art education has been unprecedentedly brought to public attention, which induced new development opportunities and accessed to an important period of development.We should also be aware of that, as the basis of aesthetic education, there exist two controversial situations at the current stage of art education in China: first, under the traditional influence of the quality education, young teachers usually overemphasize importance of children's freely creative nature instead of paying attention to the necessary techniques teaching. Second, the middle-aged teachers trained by our traditional methods of early childhood teaching focuse on the teaching of skills, and over-limit children's free nature. Either case will be to some extent against the needs of students, which causes loss of students'interest in learning. Moreover, the above situations result in defective of art education and restrict the development of initial stage in art education.From the above aspects, through observations of art education in several kindergartens of Urumqi, the current status and existing problems in art teaching activity are coming to a clear view; by training the children's instinct, a method to resolve this contradiction is promoted.
