The Openness reforming goal of the Chinese higher normal education is to build a teacher education pattern which based on the comprehensive university model. In the context of Chinese realistic environment, the goal displays in three aspects, such as normal university transform into comprehensive university, change traditional teacher education mode and the comprehensive university involves into normal education. So far, there no substantive effect from the reforming: the teacher education reform has no significant progress, normal university's totalization has not improve the teacher education's quality, comprehensive university has not involve into the teacher education from true sense. Therefore, the paper aims at revealing the dilemma of higher normal education's transforming and answers the question that why higher teacher education's transforming has not got significant progress from true sense.First, the paper establish the theoretical basis as new institutionalism and build the analysis frame. Then, the paper analyze the problem from the following steps: the vicissitude of the Chinese higher normal education system has went three stages, and now under the closed institutional inertia; the preference sources of relevant actors are the instrumental rationality values which determined the transforming aim is to realize the actors self-interest maximization rather than promote the normal teacher education's quality; the political and economic structure and the social structure are the deep structure that restricts the normal higher education reforming; five groups actors'rational choice and interest game are the directly power to form the old system maintaining mechanism. Finally, the paper reveals the facts that start from the interest preference and restrict by the interest conflict are the important reasons which lead the transformation was locked in a substantial invalid path.
