According to new institutionalism of sociology to the definition of the threeelements of higher vocational education system environment, and the highervocational education related laws, policies and regulations of higher vocationaleducation laws and regulations system; To the competent department of industry andindustry association as the core of higher vocational education standard system;Cultural interpretation to develop higher vocational education of higher vocationaleducation culture-the cognition system constitutes the Chinese institutionalenvironment necessary to the development of higher vocational education. Butbecause of the standard system and culture-the cognition system level relative lawand regulations system level is relatively lags behind, especially the culture of thecognitive level, the lack of legitimacy, due to the higher vocational education in thedeveloping continuously by old and new problems, higher vocational education hasthe identity crisis, in order to get rid of the identity crisis, the author puts forward thereform and perfect the system of higher vocational education environmentcountermeasure and the suggestion.This article mainly includes five parts:the first part mainly on some concepts and the related research both at home andabroad, and so on;The second part is the system environment of higher vocational education isanalyzed in detail. Environment of higher vocational education system is mainlycomposed of three levels, level, standard level laws and regulations, and cultural-cognitive level, these three constitute the institutional environment of highervocational education, higher vocational education system specification level andculture-the cognitive level of relative law and regulations level is relatively lagsbehind, make higher vocational education is not approved, the higher vocationaleducation there is identity crisis;The third part is the analysis of higher vocational education of identity crisis. Due to the deep influence of traditional culture, the culture of higher vocationaleducation, lack of cognitive level, make the higher vocational education in thecultural transformation to identity crisis, due to the lack of normative level, the highervocational education in the education system transformation, a identity crisis;The fourth part expounds the consequences of the identity crisis of highervocational colleges. Recruit include such aspects:“economic”survival pressure, underthe domination of students market malignant competition, short-term interests ofemployment services, lack of higher vocational education characteristics and theorganization form of “loose coupling”for approval;The fifth part is to reform and perfect the system of higher vocational educationenvironment countermeasures.
