A Study On The Institution Of Department Evaluation In Taiwan

Department evaluation was a large-scale assessment of higher education in Taiwan province. The evaluation lasting five years is about to come to a termination recently, during when its rigorous procedure, completeness and systematicness of institution have won the approval of the periphery. Taiwan, as an area having the identical cultural resource with homeland, possesses the same educational tradition with mainland. Meanwhile, there are similar logics in development and evaluation of higher education between both sides. It is significant for mainland to learn Taiwan's institution of department evaluation.Considering it, this dissertation describes and analyzes the department evaluation through documentation method, case study, theoretical analysis and comparative technique. The essay could be divided into four parts. The first one introduces evolution of department evaluation in Taiwan and analyzes features of institution and developing trend of policy, so that we can understand comprehensively institution of assessment to provide background for research on department evaluation; and then, the study sorts out framework of institution from system of regulation, structure of organization and procedure of operation. Secondly, the discourse comments on designing characters of department evaluation, and discusses its impact on departments of universities, basing on sufficient files. This dissertation takes an education department of a university as an example to supplement the content for illuminating the effect of department evaluation. Thirdly, this study probes into dispute in operating department evaluation so that we can thoroughly comprehend it. Concurrently, it analyses reasons of dispute from the dimension of game between government and university, and points out different conceptions of quality between both sides and redundant intervention from government are causes of controversy and starting point to perfect future department evaluation in Taiwan. Eventually, this dissertation rethinks the reality in mainland on the basis of understanding of department evaluation in Taiwan. It is expected that Taiwan's experience could offer some enlightenment for development of higher education evaluation in mainland. Government's role in evaluation should transform from director to supervisor for developing higher education assessment in mainland. Non-government organization's participation in evaluation should be intensified; credibility of institution should be strengthened through establishing harmonious and communicative mechanism; Government should increase specialized legislation about evaluation, and enforce executive ability. The appraised universities should establish self-examination mechanism.
