In the process of development of higher education,the constant change of higher education system,colleges and universities are facing the internal and external environment change constantly,education in the process of economic activities is becoming more and more complex,the work of financial department in colleges and universities put forward higher request,the financial department has always been one of the important department of university,to work for other departments and secondary colleges to provide financial support,in the face of such a complex environment,the financial department to do a good job in financial work must constantly improve their own performance improvement service quality and efficiency,can effectively meet the needs of students,teachers,management and service to its needs.Traditional mainly on financial indicators of performance evaluation methods,already can not adapt to the development of the financial department in colleges and universities,so based on the balanced scorecard to build performance evaluation system suited to the characteristics of the financial department in colleges and universities themselves is urgent,the eyebrow nimble.Paper first describes the research related to the selected topic background,research purpose and meaning,reviewing the related literature at home and abroad Second in detail in this paper,the performance management theory and the balanced scorecard theory,introduce Y college background,analysis of Y financial sector performance management present situation,points out the problems existing in the financial department in colleges and universities Y.Y again analysis the characteristics and advantage of the financial department in colleges and universities,construct the Y college financial sector performance evaluation system of its own characteristics,from four dimensions,the layers of decomposition of the strategic target,make the strategic goal is closely linked with the daily business of financial personnel,system,comprehensive evaluation of the performance management of the finance department work Finally use has been build Y the performance evaluation system of the finance department in colleges and universities,to Y 2016 annual performance of the university financial department for the empirical analysis,using the analytic hierarchy process(AHP)to determine the performance evaluation index weight,and then using the method of fuzzy comprehensive evaluation to the financial department to evaluate the performance of the work for 2016.
