As an idea or a belief system, there has been a long time on master learning; But as a teaching model started in America in the 60s of the 20th century. Bloom's contribution on the development of Mastery Learning is that he transformed Carroll `s school learning model into a master learning application model. Then, the greatest contribution on the field of teaching theory of Bloom is that he combined this "mastery learning "model with his related research results of "Taxonomy of Educational Objectives", "education evaluation", and then, developed a complete school learning theory and has its own system and characteristics-- Mastery Learning theory.After the 70s of the 20th century, Mastery Learning theory was applied in a considerable scale in the United States: from the beginning of focusing on the application of the theory and practice to improve classroom and school research into improve the entire school system, then formed a promoting mastery learning network-- Network of Outcome-based Schools. And then its influence has quickly reached more and more felid, and it was named as the most significant results of an education" in the United States. After the mid-70s, Mastery Learning theory was rapidly spread and applied in many other countries of the world, and access to new development. Such as, the 'Full acquisition learning model' in the South Korea,the "Optimal Learning" model in the South Korea,the "Target Teaching" model in China, they were all influenced by the Mastery Learning theory, and linking with its own country specific education and teaching practice, then sent the Mastery Learning theory to a new development in these countries .Then, why does Mastery Learning theory work? How it was created? Where is its theory essence and successful factors? Where is its characteristics? What is its defects ? This is the contents of this paper focuses on.This thesis is mainly studied from the perspective of the formation of Bloom's Mastery Learning, and then further analyzed the Mastery Learning theory substances and implementation process, theoretical characteristics, theoretical contributions and deficiencies. Finally, with this study, give some suggestions on our current Primary and secondary schools` curriculum and teaching reform.
