A Study On University Science And Technology Innovation Environment Evaluation

Science and technology innovation has become the needs of the times, with the coming of the knowledge economy era. In the process of universities'development and strengthening, science and technological innovation plays a crucial role. Therefore, as the carrier of the university science and technology innovation, the status of university science and technology innovation environment is prominent. Only when the university science and technology innovation environment is consistent with the needs of science and technology activities' carrying out, can it becomes the driving of science and technological innovation and ensure the quality and effectiveness of university science and technology activities. Therefore, the establishment of a scientific and systematic and efficacious evaluation index system of university science and technological innovation environment is not only an urgent need for the construction of university science and technology innovation environment, but also an important way to promote university science and technology innovation actively and effectively.The paper has made systematic researches and summarizations on the theory of university science and technology innovation environment. On the analysis of the elements of university science and technology innovation environment, we reference the elements of innovation environment of the enterprise, that is, policies and systems environment, basis support environment, marketing demanded environment, institutional environment and campus culture environment. On the basement of anglicizing the relationship of the five elements, the dynamic role of the university science and technology innovation environment is described. And then, the problems which are met in the process of the construction of science and technology innovation environment are analyzed. Based on characteristics of science and technology innovation environment, an evaluation index system of university science and technological innovation environment has been established. The index system chooses entropy method to determinate the weight fractionally and objectively, and used fuzzy comprehensive evaluation method to evaluate the university science and technology innovation environment scientifically and efficaciously. The evaluation result is got expectedly. Finally, the paper put forward countermeasures according to the problems met in the construction of university science and technology innovation environment, and provided references for the construction of the university science and technology innovation environment.
