The higher vocational education undertakes the main task of higher education, and is an important part in the process of popularization of higher education. It would lay more emphasis on cultivating the high skilled and applied talents for the requirement of national construction. It is necessary to rely on excellence teachers to improve teaching quality which could directly impact on national economic development. They are the basic guarantees that build up the capacity and ranks of teachers for sustainable development of the higher vocational education. Many effective measures would be taken to enhance the overall quality of teachers in the construction of higher vocational Teachers, such as ethics building, strengthening teacher training, "dual" teacher training, part-time teachers, the introduction of talents, the implementation of performance management and so on. In which performance management is the important part. In the construction of excellence vocational teachers, it is bound to the introduction of performance management concepts and methods, setting up an effective teacher performance management system, objectively evaluating teachers, and encouraging teachers to better develop their potential to enhance the quality of teaching to help individuals and school development.
