The Study Of Universities' Research Funding Management

With the constant development of science and technology, the research university as the core of the higher education, increasingly become the source of the progress of science and technology, and social development. In China, the research career of college is been paid more and more attention, and it was spent a great deal of research funds. Along with the increase of funds, the problems about scientific research funds are gaining more and more attention. It studies about how to distribute research funds fairly and impartially, how to use research funds reasonably and effectively, and how to evaluate the efficient use of research funds, which is possessed with the realistic significance and research value.Through the study of the distribution system of research funds, the revelation of problems of university research funds in use process, the evaluation the use benefit of university research funds, and the analysis the influence between the university research funds and the development of university-run enterprises, the main purpose of this study is to provide comments and suggestions for improving the innovation system of university research activities for our government , ensuring the healthy and sustainable development of a innovation subsystem.Through the study, this paper pointed out that our country should strengthen the investment in basic research, and at the same time should increase the science and technology input in universities as the important executor in basic research. By empirical analyzing the efficiency of university research funding, we conclude that the efficiency of the university research funds is not high. In the short term, to improve the efficiency of scientific research, we require a lot of high level scientific research personnel. In the long term, we should pay attention to train scientific research personnel and the region's economic construction. By analyzing the relation between the scientific research funds and the sales income of school-run enterprises, it indicates that school-run enterprises should put more scientific research funds into universities to accelerate the transition of scientific research achievements in the school-run enterprise.
