In A One-Hundred Year Strategy of a Nation, Education Is The Most Important Basic. To achieve the transformation of a human resource country to a human resource Great Power,the key is to improve our quality of education. Education reform and development is inseparable from educational decision-making, implementation and supervision. In current, education decision-making and implementation have been stressed, but education supervision and guidance need to be strengthened. Education supervision is an indispensable component of modern management of education. To improve education quality, education supervision must be strengthened. The quality of education supervision depends on the professional level of supervisory staff."National long-term educational reform and Development Plan (2010-2020)"and"The regulations on education supervision"points out that we should actively explore the relatively supervisory body, a sound selection and supervision of the education and training system to improve the level of educational supervision team .Education supervision team's specialization is not only the world trend of education development but also the practical needs of China's educational reform and ideals. At present, the development of China's education supervision team construction slow, lagging behind in education reform and development. This paper attempts to analyze the achievements of China's educational supervision team development, and the plight of the process of specialization, by reviewing the history of China's educational supervision team. Through international comparisons of educational supervision, proposing strategy of education supervision team's specialization in China. accelerating our process of educational supervision, establishing a professional education supervision team with Chinese characteristics, providing protection for the healthy and rapid development of education in China.This paper identify research entry points by sorting out the previous studies. Interpreted the meaning and definition of related concepts of Educational supervision team specialization. Exploring education supervision team specialization standards, to provide effective reference standard; Discussing the value orientation of professional construction of educational supervision team, to ensure education supervision to the goal and the value of education development and student self-development Based on analysis of the process of education supervision team development and its characteristics in China,This paper found that there exist many problems in the construction of education supervision team, such as the age imbalance of the staff, their weak professional knowledge and poor qualifications, the imperfect education supervision system.On the basis of summarizing the developed countries of education supervisors in employment selection, duties and treatment, this paper argues that To enhance the professional level of education supervision team specialization, we should change the concept of supervision, make changes in personnel , strict working conditions of appointment , improve the status and treatment of the staff,and improve the education supervisors of pre-and post-vocational training system.
