Since the reform and open policy, our country's compulsory education (CE) has made gratifying development, and basically realized the goal of nine years of CE But due to historical and systematical cause, there're still great gaps existed between different areas. Realization of balanced CE development has a lot of difficulties, especially gaps between urban and rural area. Jinzhou of Heibei province is a typical example of such problem. Unbalance of education condition, teacher resource, education investment has critically impacted its CE development.The research object is balanced CE development in Jinzhou. Literature review and field investigation are main study methods.Through investigation on CE status of Jinzhou, the deep cause of unbalanced CE status are analyzed, and advises are recommended.The research shows that the main unbalanced problems of Jinzhou are the basic school running conditions, teachers' construction and configuration, investment of education funds, and poor education of stay-in-home children, etc. The reasons include:bi-structure of urban and rural area, education management system, influence of key school policy, local culture, structure of teachers, and lack of education investment.Based on the investigation and comprehensive analysis, some suggestions to Jinzhou for its unbalanced CE have been made:Strengthening responsibility of the government, enlarging policy support and fund investment, optimizing education resources, and promoting balanced CE development; improving the consciousness of balanced CE development; construction of the teaching staff so that the overall quality of teachers can be improved; and self-support policy for its rural education. The study is hoped to provide decision-making reference to balanced CE development of Jinzhou.
