"Education is the foundation of a centenary plan." Education is of positive significance to national prosperity and national prosperity as well as individual development.Education should take the lead in the rejuvenation of the Chinese nation.The balance of compulsory education is a very important aspect of social equity.If the development of compulsory education is not balanced,it will lead to inequality,mainly the unfair opportunities and rights for people to receive education.Therefore,the party and the state pay more attention to the balanced development of compulsory education,and people pay more attention to the balanced development of compulsory education.How to run the compulsory education well in the new era and make the balanced development of compulsory education is a hot topic in today's society.Therefore,the balance of compulsory education is a very important research topic.Because I work in Puyang City,Henan Province,I have a certain understanding of the development of compulsory education in Puyang City.The problems existing in this city have certain representativeness and are the problems that other cities are facing or will face soon.Therefore,I choose puyang city in henan province as a research object.Based on the comprehensive perspective of public management and education,this paper studies the theory of public goods and the theory of government functions.In the research process,I used the method of comparative research toanalyze and compare the data of the local statistics about the educational development in puyang,and also used the methods of literature research,questionnaire and interview.Through the application of the above methods found the specific problems of the city's compulsory education imbalance.First,the unbalance of hardware conditions.Second,the imbalance between urban and rural compulsory education teachers.Specifically,urban and rural teachers are unbalanced in education background,training opportunities,age,ratio of teachers to students and many other aspects.Third,some schools exist management irregularities.On the basis of summarizing and combing the existing research results,I believe that the reasons that restrict the balanced development of compulsory education in Puyang are mainly reflected in three aspects: first,economic factors.The main reason is that the local economic development is not balanced,and there are differences in income between counties,towns and rural areas,which leads to the imbalance of compulsory education.Second,policy factors.That is to say,some local governments lag behind in formulating policies on education.Still adhere to the "city first" strategy,ignoring the development of rural areas.Third,the factors of school development concept.According to the reasons that restrict the balanced development of compulsory education in Puyang City,this paper finally puts forward some suggestions on promoting the balanced development of compulsory education in Puyang City from the perspective of thegovernment.Firstly,we should strengthen hardware construction and balance the allocation of teachers,and pay attention to the balanced allocation of educational resources.Second,optimize the overall layout of schools and ensure access to special groups,pay attention to the balance of education among groups.Thirdly,we should strictly standardize the quality of school running and teaching and pay attention to the balanced development among schools.
