Abstract:The education fair is an important guarantee to achieve social justice, equity of compulsory education is the starting point to achieve social justice. Balanced education is the education fair a form of expression is an important part of promoting the balanced development of compulsory education is of great significance to promote the harmonious development of society. And promote the balanced development of urban and rural compulsory education has a pivotal role in the achievement of a balanced development of compulsory education nationwide. Set for urban and rural compulsory education balanced index system more conducive to promoting the balanced development of compulsory education in urban and rural areas, so existing compulsory education the balanced index system based on comprehensive reference, this article attempts to build a more complete system, which can effectively characterize the urban and rural obligations education balanced development index.
