Japan's economy has experienced a period of rapid economic growth following the "oil crisis" and Japan's overall fertility has entered a period of continuous decline.The number of school-age children in remote areas has been significantly reduced due to the disorderly revocation of mergers and the increase in the number of small-scale schools.,Compulsory education in rural areas is facing unprecedented challenges.To this end,the Japanese government began in 1956,led by the Central Education Review Council,and launched a nation-wide policy of reasonable scale from top to bottom.After introducing the policy analysis,this paper tries to summarize the excellent experience of Japan in the process of school reasonable scale adjustment,in order to provide reference for the standardization construction of China's compulsory education schools.This article is divided into five parts:First of all,in the introduction part,we conducted a systematic induction of the prior research on the development stage of small-scale schools,the development of school's reasonable-scale policies,and the difficulties and problems encountered in the process of school scale adjustment.This has laid a solid foundation for the conception and writing of the paper.research Foundation.On this basis,the concepts of school size,school's reasonable scale policy,and appropriate-scale schools are defined.The following chapter describes the social background and rationality of the promulgation of a reasonable scale policy for Japanese schools.In the phenomenon of declining birthrate,the number of pre-school children has gradually decreased,and the phenomenon of small-scale schools has gradually spread from the countryside to the urban society.Some scholars regard the adjustment of school class scale and the number of class students or the total number of students as the school scale.Both aspects of the standard explore the rationality of the school's reasonable-scale policy.The second chapter summarizes the main contents of the Japanese school's reasonable-scale policy,mainly from the appropriate school scale and school allocation,the method of school consolidation,the existence of small-scale schools,the rehabilitation of schools that have been discontinued,and the guidance support of the prefectural governments.Discuss in five areas.Following the investigation report on the results of the implementation of the policy in the third chapter,an overall analysis was made of the understanding and attitudes of schools at all levels in Japan's municipalities and municipalities regarding the reasonable scale of schools,and the changes and effects of school consolidation.,Summarize its implementation effect.Finally,the fourth chapter summarizes the characteristics of the Japanese school's reasonable scale policy and its implications for China's promotion of standardization of compulsory education.Including the establishment of characteristic small-scale schools,promote the balanced development of teachers in small-scale schools,fully protect the students' basic education conditions,deal with withdrawal of school assets according to local conditions,and fully listen to the opinions of local residents.
