Since the eighties of the twentieth century ,the reform of elementary education has given birth to many types of schools, including poor schools which are getting more and more attention. Our country has issued relevant policies and measures to strengthen the construction of compulsory poor schools,which achieved a lot,but there were still a lot of deficiencies. According to the existing research results:top-down macro-policy researches exaggerate the force policy outside for the development of schools ;microscopic researches just describe the individual factors and can't reveal the complex factors which impact on the existence of poor schools as an independent whole. Therefore, it is necessary to do the further research on the poor schools.During the compulsory education in China,justice and efficiency has been emphasized,but as the coexistence of the government and the market, the looming and apparent forces have interact in the trend of reform. Thus, in basic education reform ,poor schools,the government,society and the group of them form a network ,and the poor schools also play multiple roles.This paper studies from the perspective of the role. Firstly ,I describe the role of poor schools which was formed and developed in basic education reform : poor schools experienced a history of"being produced","being forgotten and being valued","being reformed and striving for develop",and being faced with the role choice of being reformed or self-growth. And then I discuss the role relations between the poor schools ,the government and the society in the reform of basic education ,based on which I analysis how the poor schools act with other forces and the role structure by two cases of poor school ,one as"those who are reformed"and the other as"those who strive for". Finally,I raise the expectations that the poor schools can make the choice of outside the expected role of themselves.
