In today's information society, the development of science and technology is rapid. So to build the life-long learning system is important. It is the trend of China's education system. The same time, in order to adapt to social progress and accomplish the task, people will need to continue to enrich their minds, enhance their professional competence. Therefore, this study of life-long E-learning personalized recommendations learning system is necessary. In this article we try to study capacity development-oriented, task-driven instructional design and draw a capacity-oriented lifelong learning personalized learning path map to help learners to design a development plan to upgrade their capacity and skills. We will build a system which is named Competence-oriented Lifelong Learning Personal Recommendation System. This system's short-name is CLLPRS. In a word, this article is to build CLLPRS's learning path map to help learners to finish their competence's development.At first this paper elaborates the basis theory of building the map of learning path. The CLLPRS learning path map includes three models to build which are competence, task and personal learning. Therefore we interpret respectively the model of competence, task and personal learning in CLLPRS learning road map to explore the development plan of competence. After the presentation of learning path map we make the ability of educational technology as an example to verify our idea. According to the CLLPRS learning path map's principal of design, we build a development plan of the teachers'educational technology ability to help the teachers to promote their educational technology competence.
