| Abstract In this paper, begin with the statement to the construction of the new socialist rural area and the demand of high quality agriculture talents, and it ends with the conclusion that to educate new type farmers has become the key step in the social economic development in rural area. The paper draws the conclusion that reforms are necessary in education philosophy, system, mechanism and the mode of talents training, and to raise the traditional education from periodical education to stage of lifelong service education. By grasp the chance of talents demand in the countryside, the higher vocational colleges should transfer the focus of education to provide various education services by the co-operation with the local government and enterprises. With regard to the methods to the training program, the colleges should provide the point-to-plane, plane-to-plane and point-to-point education service. And for the content of the reform, how to provide those necessary vocational skills and quality-oriented education service that cover all walks of life. With the higher education college as base camp, and a city or county as a unit, and to build all kinds of network with the involvement of social organizations, only in this way, the higher education college can find its way in healthily and fleetly development. The paper will use Huaihua Vocational and Technical College as an example, to analyze the effects, methods and modes in training the new type agriculture talents with the involvement of the higher educational colleges, and then put forward the advices to the problems and opportunities in it. This paper can help in improving overall qualities of the farmers, and speed up the pace of development in new socialist countryside. And promote the innovative development in higher educational colleges and the economic growth in the region, at this point, the paper is rich in theoretical and practical significance.
