The ministry of education has explored more than one thousand national web-delivery elaborate courses since the program started in 2003. But the delivery and application of these courses is not so widely. The web-delivery of college courses is currently stressed on how to build a platform to match daily teaching and consummate curriculum resources. It's also the focus of follow-up completion of college education informatization.By literature-researching and survey, the thesis analyzes the situation of domestic and international curriculum resource platforms'construction and application, summarizes problems presented. Based on this, the thesis analyzes theories of constructivism, knowledge management and blended learning systematically and deeply, which is also the basis of the platform design.With questionnaires, interviews and other researches, the thesis analyzes the requirement of the platform's development, and discusses overall design of it, including designs of system, detailed functions, database and process design of users'roles. It has developed the platform with PHP and MYSQL technologies, realized major functions, such as publication of course information, collection of curriculum resources, teaching interaction, ask-and-answer online, homework turning, management of knowledge, user and system, etc. The platform has passed tests of functions and pressure, and been recognized by most students through application in daily teaching. The results of this thesis research provide theoretical support and practical cases for college, and other relevant departments and have good application value.
