With the Chinese Reform and Opening-up as well as the gradual establishment and development of socialist market economic system, more and more rural residents swarm into the developed cities for'job opportunities', one prominent character of that is the migration of the whole family. As the opening costal City and the'leader'of Shandong Peninsula Cities, Qingdao keeps a relatively high level and rapid speed of socio-economic development since the Reform and Opening-up. As a result, it attracts a large number of new citizens to come. The influx of new citizens promotes the economic development of Qingdao, however, it also brings in really practical and significant issues, which is their children's study problems. Therefore, it is the most concern and assistance that whether the study issues of new citizens'children can be solved or not. At present, there is no monographic study on this issue, which is the most close to the new citizens and most eager to be solved for them. In this paper, the study issues of new citizens'children is studied and discussed in depth and in details, from the most concerned problems to the most common phenomenon, by various productive ways.This paper is divided into three parts.The first part is a comprehensive research of the study status of new citizens'children. The first-hand information about the study status of new citizens'children at home and in school is gained by different methods, such as family visiting, questionnaires and student interviews.The second part is in depth analysis about the study issues of new citizens'children and the reasons for that. There are three aspects focus on the study issues of new citizens'children in summary. First of all, it is the lack of confidence that makes the children unwilling to learn. Second, it is the lack of good learning habits and skills makes the children not good at learning. Lastly, the dislike learning mood caused by growing gap makes the children underachieve.The third part is the primary discussion of the strategies on how to solve the study issues of new citizens'children. The attitude of unwilling to learn can be changed by fostering interest and enhancing confidence. Teaching study skills and developing good study habits can help children to be good at learning. The foundation of learning can be reinforced by voluntarily teaching, so that the children's academic performance can be improved. Family, school and society are the three pillars of education, they all serve in the study issues of new citizens'children. On the base of former discussion, the individual advantages, practical significance and relevance among family, school and society are explored in depth.The innovations of this paper are as follows. (1) The study issues of new citizens'children is researched by investigations, interviews and questionnaires based on the cases in Qingdao sixty-two Middle school, and the current issues are further analyzed objectively. (2) Several applicable strategies to solve the study issues of new citizens'children are raised, which is based on the combination of educational theory and teaching practice.
