As an important part of higher education, Applied undergraduate education undertake the assignment of conveying Application-oriented talents for local economic and social development. Therefore, to exploit and develop fully their human resource is the fundamental to satisfying talent demand of local economic and social development for Application-oriented Undergraduate University. So, how to through college teacher training to promote its teachers' all-round development is the most primary issue of Application-oriented Undergraduate University at present. Presently, implementing National and Heilongjiang province education reform and development of long-term planning programs and talent development of long-term planning programs, focusing on improving the quality of talents, deepening the reform of higher education, strengthening college teachers training, etc, which has the extremely vital significance to "double-competency" teachers team training system construction.Application-oriented Undergraduate University teachers training of Heilongjiang province has created various and multi-level training form, and has built up the training basement and network system, and has achieved remarkable results, and has also accumulated some experience, but has faced some new situations and problems in the new historical period. For example, training effect is not obvious, and it is lack of effective training system in universities, and college management team training is insufficient, and it is lack of part-time teachers' team training, and ethics construction needs to be further strengthen, etc. The reason of the existence of the above problem has the following respects: training concepts are backward; training mechanism is defective; training mode is old-fashioned; training funding is insufficient investment; the system construction is imperfect; social and school is lack of enough attention to part-time teachers; the impact of the market is for teachers thought,and the school and teacher show insufficient attention to moral construction etc.The main reason why exist in Application-oriented Undergraduate University teachers training is the teachers' training system and mechanism. If this problem is not solved, it will hinder Application-oriented Undergraduate University teacher training of further development, and influence the Construction of Application-oriented Undergraduate University teachers'team, finally, which will affect Application-oriented Undergraduate University continuous effectively meet talent demand of local economic and social development. Therefore, we must constantly improve Application-oriented Undergraduate University teacher training system and mechanism. Firstly, conception update is Pilot: Must set up the service and development of training philosophy, Only the service philosophy is implemented in organization, implementation and management of Application-oriented Undergraduate University teachers training all the time, can we make really the teacher training work satisfaction teachers development demand of Application-oriented Undergraduate University. Simultaneously we must clear the status and functions of college and University in teacher training. Secondly, formulating "double-competency" teachers training system is fundamental: we must play fully the important role of the system construction to make "double-competency" teachers training of Application-oriented Undergraduate University institutionalization and systematized further. Thirdly, perfecting "double-competency" teachers training mechanism of Application-oriented Undergraduate University is security: we must establish and perfect inspiring, evaluation and special funds safeguard mechanism to construct a high quality teaching management team of university. Fourthly, training ways of perfecting "double-competency" teachers team training: for example, increasing teachers degree and academic level training; strengthening teacher's practice ability training by manufacture-learning-research cooperation as the carrier; strengthening the management team training; attaching importance to part-time teachers team training; intensifying teacher's morality construction of "double-competency" teachers team further, etc.
