Research On The Problems And The Countermeasures Of The Balanced Development Of The Compulsory Education In Huangshi City, HuangShigang Area

The balanced development of compulsory education should be the important basis to realize education fair goal. The equilibrium of the resource allocation is the important basis of promoting the balanced development of the compulsory education. Narrowing the gap between the schools is the primary task in the process of popularizing the compulsory education with high quality and high level, which is to really realize the balanced development of the compulsory education.This paper attempts to research on the outstanding problems, which are restricting the development of the compulsory education in the present stage of our country, for example, the unbalanced elements among the school running conditions, the persons qualified to teach, source of the students and quality of the education. It mainly regards the present situation of compulsory education as the object of study and surveys school running conditions, the persons qualified to teach, source of the students and quality of the education in Hubei province, Huangshi city, Huang Shigang area. What's more, the paper also investigates the gaps between the urban and rural areas in the above aspects. At last, this paper puts forward the solutions to solve the unbalanced development of the compulsory education and provides the reference for this regional compulsory education. This paper is divided into four parts. The first part is the introduction, which mainly expounds the cause of this research and the study of this subject at home and abroad and the research methods. The second part has inspected the present situation about the development of the compulsory education in the HuangShigang area and described the characterizations of the unbalanced development of the compulsory education:although area education has reached high quality as a whole, it still has the unbalanced development between schools, which mainly exists in school running conditions, the teachers, the students' quality and managerial level. The third part has analyzed the education obligations non-balanced development analysis of the causes in Huangshi Port. It seems that the main cause is the government in education idea, policy formulation and execution and education management and obligations of education requirements still exist deviation; In addition to social support, there are many other factors in these problems. The fourth part based on above analysis has the suggestion how to solve the problems above. Firstly, we should complete the policy system, and make school environment better; Secondly, we also should to improve management system, promote run a school independently; And then we have to promote the whole construction, optimize resources; Next, we must support of the weak school, developing together; At last, we should find the development of innovative ways to realize high equilibrium.
