| Since the 21 st century, rural compulsory education had adjusted school layout.This kind of education reform in solving part of the education fair problem, but also creates some new education fairness problem. The way to school become far, traffic safety hidden danger increases, family economic burden on students, and lead to insufficient boarding schools in rural areas, some towns school class is too large. The main reason to these problems is in the process of education fair work neglected the farmers’ demand. So how to explore the rural compulsory education fair based on the needs of farmers has become a very important realistic problem.With the grounded theory method, this paper constructs the rural compulsory education equity theory framework, and on the basis of the constructed theory frame,using the analytic hierarchy process and expert consultation method to design the index system of rural compulsory education fair, and then through the empirical investigation, combined with fuzzy comprehensive evaluation technology, we get rural compulsory education fair present situation, finally puts forward the countermeasures and Suggestions.Firstly, the theory research of education fairness. Guided by the Marxist concept of education fairness, under the perspective of farmers, based on the methodology of the classical grounded theory, through the in-depth interview in the village of farmers in Hubei province, build rural compulsory education fair theory. Rural compulsory education fairness includes the fairness between urban and rural areas, history fairness and inner fairness.Secondly, construct index system. On the basis of the former work, using the dimension design of index system of rural compulsory education fair criterion layer and operational layer, combining with the consulting experts and the AHP analytic hierarchy process(AHP), determine the weight of the index system, so as to establish an index system of rural compulsory education fair.Thirdly, the measurement work of education fair. According to the index system,using fuzzy comprehensive evaluation technology, with the aid of MATLAB software,to detect the current condition of rural compulsory education fair. Research results are:rural compulsory education is unfair, but our country rural compulsory education fair condition has a tendency to gradually improve. In the aspect of rule layer: rural compulsory education is unfair between urban and rural areas. Teaching building facilities and free choice in fair condition, but the teacher resource, student entrance of higher school, family guidance is not fair. The history fair of rural compulsory education is unfair. Among them, the entrance cost, information books cost, boarding life, are in fair condition, but the teaching management and the way to school are unfair. The interior fair of rural compulsory education is in the general fair state.Policy rules and transportation costs are in fair condition, and in policy transparency,students’ participation in school activities and state aid for three aspects in the unfair state.At last, the countermeasures and Suggestions. On the basis of the index system design and data processing results, this paper puts forward some suggestions to promote the rural compulsory education fair: construct rural compulsory education fair index management mechanism; achieve the high quality teacher resources sharing between urban and rural areas; Improve the teaching management level of rural schools; Improve the transparency of rural compulsory education policy operation. |
