With the enhancement of economy globalization, countries in the world has increased its capital, technology, personnel and other aspects of comprehensive competitive strength to obtain the comparative advantages. At present, Human resources is the core of resources occupied, it is more important than the capital, technology and other traditional resources. In regional economic development,a higher investment returns would be generated by human resources, the accumulation of human resources can increase the effectiveness of the polarization, human resources has become the most critical link in a regional economic development.The technological development has been greatly enhanced. The industrial structure and labor quality have also greatly improved since the reform and opening up. But in the view of the current economic, the independent innovation ability is still very weak in the face of independent innovation and technological upgrading of the world as the leading pattern of competition. In order to speed up the regional economic development process, we need to constantly enhance the independent innovation ability to promote the optimization and upgrading of industrial structure, accelerate the transformation of economic growth to achieve 12th Five-Year Plan's objectives.With regional economic development shifts form center to midwest, "innovation Hefei, Wuhu and Bengbu mussels comprehensive reform pilot area"(Hefei-Wuhu-Bengbu) is proposed which is in order to implement the state's "Rise of Central China" strategy. "Hefei-Wuhu-Bengbu"centralizes superior resources to build regional innovation system, and enhance industrial and regional competitiveness,attract talent to promote regional economic development personnel.The status of personnel of Hefei一Wuhu-Bengbu was diversity analysised by a variety of methods of subject knowledge under independent innovation.The situation and personnel problems was studied by a combination of quantitative and qualitative methods On the basis of a large number of literature system analysis.Combined with regional talent strategic planning of Hefei-Wuhu-Bengbu,the forecast of economic and social development was studied by useing of gray model,talents construction and overgrown clam guiding ideology, objectives, key tasks and related construction mechanism are proposed of Hefei-Wuhu-Bengbu.
