With the overall implementation of quality education and "health first" guiding ideology, the elementary school physical education curriculum as an important part of the new basic education curriculum, is also, experiencing the unprecedented major reforms. In 2001, the ministry of education has introduced the basic education curriculum reform (try out) "and elementary school and junior high school total of 18 discipline curriculum standard". In this historical background, the "physical education and health course standard" was born.Theory is based on practice, any theory in practice can find his shadow and position, the real value of theory can return to practice. And play their roles. This paper is analysis falters which influence elementary school physical education curriculum reform; these factors are obstacles to advocate, implemented quality education and the physical fitness which including the number and the quality lack of teachers, also the unreasonable teaching methods and sports curriculum, what's more the shortage of sports fields and equipment and so on.The schools has developed this course is not in order to fit the education section, but for the needs of our purpose the physical and mental health needs. Good health it not only has a health body but also the mental health. Children are the futures of our nation, since the childhood education, sports for them are not only beneficial to their body and mental development, but also for the development of our country. It's a good foundation for our future national training qualified builders and successors for the socialist harmonious society, also the uninterrupted supply of development. In this background, our country executes new elementary school physical education curriculum reform, is to promote the improvement of primary and middle school students' physique, as well as provide dynamic support of constructing the harmonious society. New elementary school physical education curriculum standard made great achievements, is a comprehensive'thorough, and deep foundation education curriculum reform in China which based on the development and the construction of education with unprecedented significance and value. It inherits the past and heralds the future. This paper is a research to PE curriculum reform of obligation education in primary schools, different methods are used in this paper, including documentation and logical analysis emphatically analyzed and interview sources and the main content, as well as the reform in the reform process of the value conflicts appear objectively and the influence factors of the research and analysis. on this situation, corresponding conclusion drawn and countermeasures. This reform is a summary and review for the before reform, but also a clear guiding for future direction. The aim of this paper is to find some useful ways to guide the elementary school physical education curriculum in Puyang.
